McKinney-Vento definition of Homelessness
MCKINNEY-VENTO DEFINITION
Children or youth who lack a 
fixed, 
regular, 
and adequate 
nighttime residence.
It might look like:
Sharing the housing of other persons due to loss of housing, economic hardship, and/or natural disaster
Living in motels, hotels, trailer parks, or camp grounds due to the lack of alternative adequate accommodations 
Living in emergency or transitional shelters, or are abandoned in hospitals 
Living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations 
It might also look like:
Unaccompanied youth 
includes a homeless child or youth 
not in the physical custody 
of a parent or guardian
His/Her living arrangement must meet the McKinney-Vento definition of homeless
A guardianship issue alone does not convey homeless eligibility
Determinations of Eligibility:
The District Homeless Liaison has the authority and responsibility to ensure that eligible students are identified
This should be a collaborative effort with school personnel and through outreach and coordination activities with other entities and agencies
Eligibility determinations should be made on a case-by-case basis, considering the circumstances of each student
Common Causes:

Economic Challenges (lack of affordable housing, poverty, unemployment, single parenting/single income)

Acute Conflict (pregnancy, sexual orientation, gender identity, blended family issues, substance abuse)

Domestic Violence

Abuse or Neglect

Health Issues

Shelter Policies 
Barriers:
Students may:

Be unable to meet school enrollment    requirements

Move around and change schools a lot

Be hungry, tired and stressed

Not have school supplies or a quiet place to study

Not have access to reliable transportation
Educational Rights:

Immediate enrollment regardless of proof of paperwork (such as immunizations, IEP, residency, etc.)

Transportation to and from the school of origin

Full and partial credits of work completed

Possible eligibility of the CA 130 graduation diploma under AB 1806
